Mail Inspection Policy

At UK Postbox, we take the security, legality, and integrity of our services seriously. This Mail Inspection Policy explains when and why mail items may be opened or inspected, and the steps we take to ensure full legal and regulatory compliance.
Legal and Regulatory Compliance
We may inspect mail in accordance with the following obligations:
- The Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017 (as amended), as supervised by HMRC
- UK customs and criminal laws
- Conditions set by postal and courier carriers (e.g. Royal Mail, DHL, etc.)
Reasons for Mail Inspection
Mail will only be opened where there are reasonable grounds to suspect one or more of the following:
- Criminal or customs offences
- Breach of UK Postbox Terms and Conditions
- Carriage of prohibited or restricted items under carrier rules
- False, misleading, or undeclared contents
- Identification in last resort only. Mail that cannot be delivered due to completely missing or illegible recipient information may be opened only after we have exhausted alternative identification methods (for example, checking account records). Mail addressed with partial information (such as initials or common surnames) will not be opened solely for identification purposes unless delivery is impossible by other means.
- Where required by law. In certain circumstances we may inspect, retain, or disclose mail or related data to comply with a legal obligation (for example, where required by law enforcement, a court order, border control, or under applicable financial crime legislation).
Examples of Mail That May Be Inspected
Inspections may occur if an item is suspected to contain:
- Prohibited or restricted goods (e.g. weapons, counterfeit items)
- Dangerous substances (e.g. drugs, hazardous chemicals)
- Items associated with criminal activity (e.g. fraud, terrorism)
- Forged, fraudulent, or tampered documents
- Items breaching postal or courier terms of carriage
- Items presenting physical risk indicators – for example, leaking, unusual odour, powder residue, excessive/unusual weight distribution, ticking/loose components, adverse X-ray screening results, or alerts from a courier/authority.
- Items with no viable delivery route because recipient details are completely missing or illegible, and only after we have exhausted alternative identification methods (see Section 2).
How Inspections Are Carried Out
- All inspections are conducted discreetly and only by authorised UK Postbox personnel
- We act proportionately, respecting privacy wherever possible
- Inspections are not carried out routinely, and only take place when there is a specific risk
Transparency and Client Notification
- We do not assume wrongdoing
- All inspections are handled with fairness and care
- We will notify account holders when inspections occur, unless prohibited by law enforcement request, court order, or where notification would prejudice an ongoing investigation. In all other cases, notification will be provided within 5 business days, explaining the reason for inspection and any actions taken
Data Protection and Privacy
When conducting mail inspections, we process personal data in accordance with the UK GDPR and the Data Protection Act 2018. Our lawful basis is legitimate interests (Article 6(1)(f)) – namely, the prevention and detection of crime, safeguarding our operations, and protecting other customers. Where we are required to act by law (for example, a court order or a request from a competent authority), our lawful basis is legal obligation (Article 6(1)(c)).
We maintain records of all inspections (date, time, inspector, grounds, actions, outcome, and notification status). These records are access-controlled and retained for 6 years in line with our corporate retention schedule, or longer where required to comply with a legal obligation or to establish, exercise or defend legal claims.
